I wouldn't be surprised if an AT&T-branded phone would only allow tethering with an AT&T SIM card in it. See, the phone checks if your current plan allows tethering and while the basic check is now baked into Android OS I expect AT&T to be doing some extra work there and thus failing on non-AT&T phones.
